• Having seen Royal Code NS/RKM/0105/003 dated 17 January 2005 promulgating the Law on Establishment of Ministry of Labour and Vocational Training 
• Having seen Royal Code Ch.N/RKM/0397/01 dated 13 March 1997 promulgating the Labour Law
• Having seen Sub-decree 283 OrNKr.BK dated 14 November 2014 on Organization and

Functioning of the Ministry of Labour and Vocational Training  

• Having seen the necessity of the Ministry of Labour and Vocational Training 

Decide 

Article 1

This Prakas aims to determine categories of self-employed occupations prohibited for foreigners in carrying out an occupation and working in the Kingdom of Cambodia. 

Self-employed refers to foreigners carrying out a job or occupation on their own without involving wages and salary provided by an employer or the State as per an employment contract. 

Article 2 

The activities of the following self-employed jobs and occupations carried out by foreigners shall be prohibited: 

1. Drivers of all types of vehicles in a form of business such as two-wheeler driver, threewheeler driver, driver of two-wheeler with a trailer, four-wheeler driver, passenger car driver and truck driver 
2. Vendors walking to sell goods or using all types of vehicles to sell goods in public locations 
3. Massage provider in public locations 
4. Barber, hairdresser and beautician 
5. Sewing service provider and shoe shiner 
6. Sewer 
7. Tire and car repairer 
8. Khmer souvenir producer
9. Khmer musical instrument, monk alms bowl, Buddhist statute producer 10- Goldsmith, diamond/gem processor.

Article 3 

The Ministry of Labour and Vocational Training will not provide or extend work permit/employment card for foreigners carrying out occupations and jobs as stipulated in Article 2 of this Prakas. 

Any person violating this Prakas shall be fined and punished in accordance with the regulations of the Labour Law and existing regulations. 

Article 4 

Any regulation contrary to this Prakas shall be abrogated. 

Article 5 

Cabinet Chief, Director General of General Department of Administration and Finance, Director General of Labour, Director of Employment Department, Director of Occupational Health Department, Director of Labour Inspection Department, directors of units under the supervision     of   the Ministry       of   Labour and Vocational Training, directors      of municipal/provincial departments of labour and vocational training shall implement this Prakas according to their respective roles from the date of signature.
